We are excited to share two Financial Assistance programs offered by the Private Education Assistance Committee (PEAC) for high school students. These programs aim to support students, ensuring access to quality education. At MOMA, we are proud to partner with PEAC to make education more accessible for deserving students.

The first program is the PEAC Educational Service Contracting (ESC) Program, which provides subsidies for Grade 7 students from public schools who wish to attend private high schools. The program eases the financial burden by covering a portion of tuition and related expenses.

The second program is the Senior High School Voucher Program (SHS VP), available to Grade 10 completers from public schools and select private schools. It offers vouchers to offset the costs of enrolling in a private senior high school, enabling students to pursue their preferred tracks and strands.

These Financial Assistance programs aim to empower students, allowing them to focus on their studies and explore their interests. By partnering with PEAC, MOMA is dedicated to ensuring equal opportunities for high school students, regardless of their financial circumstances.

What is ESC?

Educational Service Contracting (ESC) is a partnership program by the Department of Education (DepEd) to decongest overcrowded public junior high schools. In ESC, the excess capacities of certified private junior high schools are “contracted” through slot allocations for students who would otherwise have gone to public schools. The slots come with subsidies called ESC grants, and program beneficiaries are named ESC grantees.

ESC aims to make quality junior high school education accessible by providing financial assistance to deserving elementary graduates who wish to study junior high school in private schools.

ESC grantees are assured of financial assistance throughout junior high school if they meet the requirements for a regular promotion in each grade level.

TERMS OF THE ESC GRANT​

As per guidelines on the implementation of the ESC Program in the Junior High School (D.O No. 20, s. 2017),

  1. The ESC grant covers four (4) junior high school years starting from grade 7. No new ESC grants are awarded at higher grade levels.
  2. The grant remains in force for the next school year if the grantee is promoted to the next grade level and enrolls in an ESC-participating JHS. No maintaining grades are required of grantees within a school year.
  3. The grant is terminated if a grantee does any one of the following:
    • Drops out for non-health reasons in the middle of the school year;
    • Does not reenroll the following school year;
    • Fails to be promoted to the next grade level or is retained at the same grade level;
    • Is suspended for more than two (2) weeks, dismissed or expelled by the school for disciplinary reasons; or
    • Transfers to a non-ESC-participating JHS
  4. Transfers to another ESC-participating JHS are allowed. In cases when the applicable subsidy amount of the releasing school is different from that of the accepting school, the accepting school will be paid the lower of the two applicable subsidy amounts.
  5. Grantees who drop out due to prolonged illness, accident, force majeure, or death of a parent or guardian may be reinstated in the ESC program, provided they submit relevant documents to PEAC. The documents to be submitted are to support their claim (i.e. for illness, a medical certificate issued by a licensed medical doctor).

TRANSFEREES WHO ARE ESC GRANTEES FROM THEIR PREVIOUS SCHOOL

A Certification Letter reflecting the 7-digit ESC School ID of the releasing school and student ESC ID number must be submitted to the Registrar’s Office during enrollment time in order to continue the ESC grant.

What is the SHS Voucher Program?​

The Voucher Program is intended for Grade 10 (Junior High School) completers who wish to pursue Senior High School (SHS) education in non-DepEd Schools such as Private High Schools.

The voucher enables students to claim a “discount” or a deduction from the cost of tuition and other fees charged by a non-DepEd SHS where he or she will enroll. The voucher subsidy is not given to students directly in the form of cash but will be disbursed by DepEd to the non-DepEd SHS where he or she enrolls.

Who are the recipients of the SHS Voucher Program?

Public Grade 10 completers and Grade 10 completers who are Education Service Contracting (ESC) grantees in private JHS are automatically qualified voucher recipients and need not apply for an SHS Voucher.
